YouTube Monetization Requirements in India: Complete Eligibility Guide

Most creators know the headline numbers — 1,000 subscribers, 4,000 watch hours. Fewer know that meeting those numbers is only the first gate, and that most rejections happen at the second one.

Here is the full picture.

The thresholds

To apply for the YouTube Partner Program (YPP), you need 1,000 subscribers plus one of the following:

  • 4,000 valid public watch hours in the past 12 months, or
  • 10 million valid public Shorts views in the past 90 days

YouTube also offers a lower entry tier for fan funding features (memberships, Super Thanks) at 500 subscribers with 3,000 watch hours or 3 million Shorts views — but this does not include ad revenue.

What “valid public watch hours” excludes

This trips people up. The following do not count:

  • Private or unlisted videos
  • Deleted videos
  • Paid promotion traffic
  • Live premieres before they go public
  • Any traffic YouTube considers artificial

If you delete an old video that carried a lot of watch time, your total drops accordingly.

The requirements nobody mentions

Beyond the numbers, you need:

  • An AdSense account linked and verified
  • 2-Step Verification enabled on your Google account
  • No active Community Guidelines strikes
  • To live in a country where YPP is available (India is)
  • To pass the manual human review

That last one is where most applications fail.

The human review — the real gate

Once you cross the thresholds, a YouTube reviewer looks at your channel as a whole: your most-viewed videos, your newest videos, your channel description, and your overall theme.

They are answering one question: does this channel add original value?

The most common rejection reason by far is “Reused content”.

What counts as reused content

  • Clips from films, TV shows or other channels with no meaningful commentary
  • Compilations of other people’s material
  • Songs or full tracks uploaded with just a static image
  • Text-to-speech videos over stock footage with no original input
  • Content downloaded from other platforms and re-uploaded
  • Auto-generated or templated videos at scale

What makes content original enough

  • You appear, speak, or narrate in your own voice
  • You add substantial commentary, analysis or teaching
  • You shot or created the footage yourself
  • The edit transforms the source material into something new
  • Your channel has a clear, consistent theme

The practical test: if someone watched your video and the original source video, would they get meaningfully different value? If not, it is reused content.

If you get rejected

You can reapply after 30 days. Do not just reapply unchanged — the same reviewer criteria will produce the same result.

Instead:

  1. Read the rejection reason carefully. “Reused content” and “Spam and deceptive practices” require completely different fixes.
  2. Delete or unlist your weakest videos. Reviewers look at what is visible. Ten strong videos beat a hundred weak ones.
  3. Add original value to what remains. Record voiceovers, add commentary, re-edit.
  4. Tidy your channel page. A proper description, banner and organised playlists signal a real channel.
  5. Publish 5–10 genuinely original videos before reapplying.

Things that will get you rejected regardless of numbers

  • Bought subscribers or views. YouTube detects this and it is close to unrecoverable.
  • Misleading thumbnails and titles at scale
  • Duplicate channels uploading the same content
  • Content that is not advertiser-friendly as the channel’s main theme

How long does approval take?

Officially about a month. In practice, most decisions arrive within 2 to 4 weeks of crossing the threshold. Some take longer during high-volume periods.

Applying repeatedly does not speed it up.

Does joining a CMS help you get monetized?

Honestly — no, not directly. A CMS partner cannot override YouTube’s eligibility review, and any network claiming they can is misleading you.

What a partner can genuinely help with:

  • Reviewing your channel before you apply and flagging what would fail
  • Escalating cases where monetization was disabled incorrectly
  • Handling copyright claims that are blocking your application
  • Content ID revenue, which is separate from YPP entirely

That last point matters: Content ID earnings do not require YPP approval. If you own original music or footage that others re-upload, you can earn from those claims even while your own channel is still working towards the threshold.

After you are approved

Turn on all eligible ad formats, enable Shorts monetization, set up your payment threshold, and check your RPM by video to see what your audience actually responds to.
